Surgical scar revision may give you the best results. If you want to avoid scar revision then I would suggest a combination of therapies including microneedling with or without PRP, PDL laser and possibly some factionated CO2 if needed. Typically multiple treatment sessions are needed to achieve optimal results.

Intermittent cystic acne is likely hormonally driven and you would likely benefit from oral spironolactone. If you want to avoid oral medications then one option may be PDT therapy or Blue light therapy. This is typically used for actinic keratosis (pre-cancerous lesions) but is also used for acne. It is unlikely insurance will pay for this but may be a good option for you.

For you it will be important to treat the acne and control the acne before aggressively treating the hyperpigmentation and scaring. If you are still developing acne you will continue to develop hyperpigmentation and scaring and will be wasting your money on cosmetic treatments. With most acne scaring a combination treatments will provide the best results. You have fairly mild acne scaring and a combination of Microneedling with/without PRP, fractionated CO2, and filler/subcision to the deeper or boxcar scarring would provider excellent results.
