Bilateral prophylactic mastectomy and immediate reconstruction is not only theoretically possible but done routinely for women who are BRCA+. Nipple sparing mastectomy is also a great option for women who are candidates. However leaving nipple tissue behind also includes some degree of risk as this is breast tissue. I agree with discussing these options with a board certified plastic surgeon to see what may be best for you.
Do I have Type I Mammary Hypoplasia and can mine be fixed with argumentation alone?

From the pictures, it looks as if you do not need a lift. Your nipples are above your inframammary fold. You may have a relatively larger areola compared to your breast volume so this could be addressed if it bothered you. I think you are a good candidate for augmentation alone. I think it's a good idea to see a board certified plastic surgeon as they would be able to help you in whatever you decide to do. Good luck!
