What you are desciribing is a lax abdominal wall from stretching at the time of surgery. that needs to be repaired and tightened.. Loose skin can be removed via the incision (I assume that is the incision that you are referring to). Your bely button may be “floated” or repositioned depending on how much loose skin you have. Tummy tuck is not usually a primary operation to removed fat.
