There can be lot of confusion around the differences between Liposuction and CoolSculpting. My patients and I go over these S.T.E.P.S. in making a decision between the two:
Shape of the area - Pinchable bulges do great with CoolSculpting (muffin tops), but overall thickness (thighs) or large volume (larger abdomens) may resolve better with Liposuction.
Time to see results - very similar once you factor in time for fat cells to evacuate with CoolSculpting or swelling to reduce with...

You would get the best result with a full breast lift without implant. An implant will only increase the breast size which you mentioned you don't want. Be sure to express your goals and expectations to your chosen surgeon. In my practice in the San Francisco Bay Area I have come to the conclusion that the happiest patients are those that have realistic expectation on what a procedure will and won’t do for them. Your best bet when you are trying to decide on implants is to try on sizers of the exact implant you are considering inside a very tight sports bra. This will give you a close idea of what you will look like. More importantly the dimensions or width of the implants need to match and fit your frame and body. If you are working with a board certified plastic surgeon with an expertise in breast augmentation he or she should be able to help you with this in their office. Good luck!
