I think worth a try laser resurfacing with fraxel or clear and brilliant may also help the hyperpigmentation. Peel would be a good choice too. Consider test site before doing the entire procedure to see how you heal. Best of luck

There is no one right treatment rather a combination of treatments with fraxel resurfacing, IPL, peels, and filler with or without subcision. Because your a higher skin type all treatments must be done at lower energy and more treatments.
