First thing to do is wait for 6-12 weeks. Lumpiness usually disappears around this time. Also, continue to wear your compression garments (properly spread out with no areas more compressed or less compressed than the others) with binder for at least 2-3 months. Outcome will greatly depend on this. Always have a regular follow up with your surgeon and follow his advise.

My experience with suctioning injected silicone materials using PAL is the persistent clogging of the cannula. Tendency for the surgeon is to use bigger diameter. But since your involved areas are the arms, this may not be a good idea (tunneling may be visible).VASER is designed to implode or rupture fat globules for easy suctioning. It may not work to dissolve the silicone materials.

Based on your photos, Abdominoplasty whether full or mini is out of the options. Your problem is a midline vertical hernia and hernias are repaired either primarily, or by using a mesh (to prevent excessive tightness and rise in intraabdominal pressure resulting to complications like abdominal compartment syndrome and chest/pulmonary symptoms).
A low horizontal incision may be done for your hernial repair to hide the scar (but this will be challenging to your surgeon)….
